- Boil the milk in a deep bottom pan. Knead the smashed potato, wheat and salt and ghee to make a soft dough.
- Heat pan on low medium flame add grated coconut and dry roast for 8 minutes then add 1/3 cup of jaggery and mix well. Stir continuously until the mixture attains a consistency thick add khoya and thick enough that can be used stuffed into a shell.
- Make small balls from the dough and after dusting it with the flour, make them into flat dish that can be converted into shell to hold the stuffing.
- Make the dumplings by placing the stuffing inside the shell and sealing it.
- Place the dumplings one by one very gently into the pan of boiling milk, do not stir let them simmer for about 15 minutes.
- Remove from the heat and allow the of puli to cool down to room temperature before serving.
- Garnished with rose petals serve and Enjoy
